The pace bowler has claimed 309 wickets in 71 Test matches with an impressive average.
Australia's chair of selectors Bailey has confirmed that skipper Cummins will play a "major part" in the upcoming Ashes series.
Speculation had been growing that the veteran bowler might sit out due to a stress fracture in his back that was still troubling him.
Earlier indications from team management suggested no final decision had been made regarding his involvement, with the Test matches set to start on 21 November in the WACA.
He revealed that his recovery is on track and remained hopeful about the prospects of taking part.
"We know that time is getting short and multiple considerations around that, not just the physical problem, but additional elements," he commented.
"It's positive. We firmly believe that he's going to play a key capacity. Ideally from the opening match. Otherwise, then we'll pick it up."
Injury History
Cummins was ruled out the white-ball matches against India and New Zealand recently after examinations confirmed a stress reaction in his back.
There is a track record of spinal problems, with recurrences in several earlier campaigns causing him to miss several home seasons in a short span.
Cummins stated he would be proactive in his approach in his rehabilitation process to ensure his availability for the series.
The selector indicated that he did not know if the captain had resumed bowling as part of his rehabilitation but conceded it was "becoming urgent" for him to recover fully for the first Test.
Backup Options
Should Cummins not be fit, former captain Steve Smith will assume leadership.
Versatile player Green was withdrawn recently from Australia's squad for their ODI contests against India as a safety move because of discomfort in his torso.
The selector characterized it as a "slight concern and mentioned that he'll feature in the state-level matches, so will be "in a good place to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to participate for the first Test as an all-rounder," he elaborated.
"His involvement was limited to the starting games regardless. His aggressive style the willow in shorter formats, even if it just sets him back for 24 more hours, the choice was made to adopt a safer strategy."
