Europe experienced widespread relief on Monday, as the crisis triggered by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The chain of opposing developments captured the grim essence of the current period. By day, diplomatic battles are fought: optimistic declarations are released from different nations. Immense energy is devoted on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "peace".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from Russian territory, a capacity enabled by timely intelligence. From vantage locations, military aircraft that had been deployed to counter approaching cruise missiles streaked across the sky – modern combat jets provided to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems thundered: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, most likely delivered by Western nations. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly becomes sober acceptance: possibly the hostile projectile won't cause damage this time, preventing destruction from devastation and another blackout.
Ongoing Risks
Soon after, a automatic firearm engaged a drone in the vicinity, part of a defensive team – almost certainly imported technology. Unfortunately, the bullets missed the enemy aircraft – it maintained course toward its destination.
Intermittently, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and heating outages in multiple buildings as a result of the evening attack. As always, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on Western support – a reliance that regional partners are clearly incapable to replace in the near term.
Ineffective Peace Efforts
The detailed framework from Washington sparked intense emotion, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new approach from US leadership follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, endure.
Tactical Assessments
It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. Washington operates on a premise well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is unfeasible to force Russia to relinquish the areas that it already controls in Ukraine's south or east.
The challenge is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through words or deeds, from believing that the situation will not evolve additionally in its benefit in the near future.
Divergent Views
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but preventing a complete military breakdown until circumstances change in its benefit.
Existing Situation
Realistically, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.
These two forces are guiding negotiations.
Assessment and Future
It took a only one week to terminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new plans based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
